Many people have never consciously heard of \u201eeIDAS 2.0\u201c, the underlying EU regulations. And yet this project will affect almost every citizen of the European Union in the long term.<\/p>\n<p>In essence, it is about something that we have been carrying around with us on paper or as a plastic card in our everyday lives for decades: official proof of our identity. Until now, we have had various documents - ID card, driver's license, health insurance card, tax ID, account login, insurance number. Each system works separately, each with its own processes, often confusing and sometimes annoying.<\/p>\n<p>The EU is now pursuing the goal of merging these scattered areas of identity into a standardized digital solution.<!--more--> A kind of digital ID on a smartphone that can be used for dealing with authorities, banking transactions, medical access, tickets, contracts and many other situations. The form chosen for this is called a \u201ewallet\u201c: an app that contains all the important digital proofs of identity.<\/p>\n<p>The topic is really very complex and somewhat dry, so I'll try to keep everything as concise and understandable as possible in this rather extensive article.<\/p>\n<hr \/>\n\n\t\t\t<div class=\"display-post-types\">\n\n\t\t\t\t\t\t\t<style type=\"text\/css\">\n\t\t\t#dpt-wrapper-200 { --dpt-text-align: left;--dpt-image-crop: center;--dpt-border-radius: 5px;--dpt-h-gutter: 10px;--dpt-v-gutter: 9px; At the same time, the session will provide insights into the current development phase of the EUDI wallet and explain which functions are already being tested. The partner of the presentation is the Federal Agency for Leap Innovations. The topic is considered a central building block of Europe's future digital infrastructure and is accompanied by hopes for more convenience as well as discussions about data protection, control and state digitization.<\/p>\n<p><strong>01.04.2026<\/strong>: Spain drives the <a href=\"https:\/\/www.ad-hoc-news.de\/boerse\/news\/ueberblick\/spanien-investiert-in-digitale-identitaet-fuer-eidas-2-0\/68696760\" target=\"_blank\" rel=\"noopener\"><strong>Establishing digital identities within the framework of eIDAS 2.0<\/strong><\/a> actively moving forward. The government agency for digital transformation is investing specifically in a start-up that is developing secure identity solutions for companies. This funding is part of a larger public-private initiative and shows how member states are developing their own technologies to implement the European requirements. The aim of eIDAS 2.0 is to create a standardized digital identity across Europe, for example in the form of a wallet, with which citizens and companies can identify themselves online and use digital evidence. At the same time, it is clear that implementation is being driven forward not only in regulatory terms, but also technologically. National investments such as in Spain underline the competition for proprietary solutions within Europe. As a result, digital identity is increasingly developing from a political concept into a concrete market with strategic importance for states, companies and digital infrastructure.<\/p>\n<hr \/>\n<h2>Why a European solution? The official idea behind it<\/h2>\n<p>The European Union argues soberly:<\/p>\n<ul>\n<li>Citizens should be able to identify themselves digitally anywhere in Europe.<\/li>\n<li>Companies and authorities should be able to reliably check whether someone is really who they say they are.<\/li>\n<li>The wallet should bring convenience - fewer passwords, less paper, fewer separate logins.<\/li>\n<\/ul>\n<p>At first glance, the official vision sounds modern and pragmatic: instead of having 20 different access methods, a single, standardized identity mechanism should suffice. The principle behind this is based on the logic: \u201eIdentified once - used securely everywhere.\u201c<\/p>\n<h3>History &amp; Background<\/h3>\n<p>This is based on Regulation (EU) No. 910\/2014 (\u201eeIDAS\u201c) on electronic identification and trust services, which was applied in the Member States from 2016. In June 2021, the European Commission presented a <a href=\"https:\/\/www.bitkom.org\/sites\/main\/files\/2021-09\/20210915_bitkom-position-paper-digital-id-consultation.pdf\" target=\"_blank\" rel=\"noopener\"><strong>Proposal<\/strong><\/a> for a comprehensive reform with the aim of creating a single digital identity for EU citizens. The new regulation came into force on May 20, 2024 <a href=\"https:\/\/ec.europa.eu\/digital-building-blocks\/sites\/spaces\/EUDIGITALIDENTITYWALLET\/pages\/736100362\/The%2BDigital%2BIdentity%2BRegulation%2BEnters%2Binto%2BForce\" target=\"_blank\" rel=\"noopener\"><strong>Regulation (EU) 2024\/1183<\/strong><\/a> (\u201eeIDAS 2.0\u201c or \u201eEuropean Digital Identity Framework\u201c) came into force.<\/p>\n<p>This obliges the member states to provide a wallet solution by a fixed date.<\/p>\n<p><strong>Current status (mid \/ end of 2025)<\/strong><\/p>\n<ul>\n<li>The EU Commission reports that all member states <a href=\"https:\/\/ec.europa.eu\/digital-building-blocks\/sites\/spaces\/EUDIGITALIDENTITYWALLET\/pages\/694487738\/EU%2BDigital%2BIdentity%2BWallet%2BHome\" target=\"_blank\" rel=\"noopener\"><strong>until 2026<\/strong><\/a> must offer at least one certified wallet.<\/li>\n<li>Preparatory work and pilots are already underway in Germany, e.g. tests of technical <a href=\"https:\/\/www.lissi.id\/blog\/germanys-eudi-wallet-sandbox-is-coming-your-guide-to-getting-ready\" target=\"_blank\" rel=\"noopener\"><strong>Sandbox models<\/strong><\/a>.<\/li>\n<li>Large-scale pilots exist in several Member States to test use cases such as mobile driving licenses, education, payments and demarcations.<\/li>\n<li>Technical implementing acts for safety, interoperability and functionality are <a href=\"https:\/\/utimaco.com\/news\/blog-posts\/eidas-20-and-eu-digital-identity-wallet-status-quo\" target=\"_blank\" rel=\"noopener\"><strong>published<\/strong><\/a> or are published - e.g. specifications for wallet architectures.<\/li>\n<\/ul>\n<h3>Outlook - what's next?<\/h3>\n<ul>\n<li>By the end of 2026, each member state must offer a wallet that meets the common EU standards.<\/li>\n<li>In the years thereafter (e.g. until December 2027) <a href=\"https:\/\/en.wikipedia.org\/wiki\/EU_Digital_Identity_Wallet\" target=\"_blank\" rel=\"noopener\"><strong>Private and regulated services<\/strong><\/a> (banks, healthcare services, etc.) may be obliged to accept the wallet as a means of identification.<\/li>\n<li>Long-term goal of the EU: <a href=\"https:\/\/www.markus-schall.de\/en\/2025\/11\/the-electronic-patient-record-epa-fact-check-risks-rights-and-objections\/\" target=\"_blank\" rel=\"noopener\"><strong>By 2030, the majority of<\/strong><\/a> of EU citizens use a digital identity.<\/li>\n<li>Technical and organizational challenges remain: Interoperability across borders, data protection standards, business and government practices still need to be adapted in many cases.<\/li>\n<\/ul>\n<h2>What is technically in the wallet - and what is not<\/h2>\n<h3>The basic data (PID)<\/h3>\n<p>A European identity wallet does not contain all the information that a state has about a citizen. Instead, it should contain so-called Person Identification Data (PID). This contains the basic identity data that can also be found on an ID card:<\/p>\n<ul>\n<li>Name<\/li>\n<li>Date of birth<\/li>\n<li>Nationality<\/li>\n<li>Identity number<\/li>\n<\/ul>\n<p>This data is verified once - for example via the chip in the ID card or another government procedure - and then transferred to the wallet.<\/p>\n<h3>Additional proof (credentials)<\/h3>\n<p>In addition to this basis, further \u201edigital proofs\u201c can be stored. This is the area that makes the wallet powerful - and critical at the same time. Possible additional proofs:<\/p>\n<ul>\n<li>digital driver's license<\/li>\n<li>Degree<\/li>\n<li>Proof of health insurance<\/li>\n<li>Confirmation of residence<\/li>\n<li>the electronic signature for contracts<\/li>\n<li>Access to bank accounts or payment services<\/li>\n<\/ul>\n<p>Not all of this is mandatory. The platform is built in such a way that it is theoretically possible - what is used later depends on national decisions and economic interests.<\/p>\n<h2>The technical promise: \u201eEverything stays local\u201c<\/h2>\n<p>The EU emphasizes that the wallet is located locally on the smartphone. This means that<\/p>\n<ul>\n<li>The proofs are stored in the memory of the device.<\/li>\n<li>Control should remain with the user.<\/li>\n<li>Only what is necessary for a transaction is disclosed (\u201eselective disclosure\u201c).<\/li>\n<\/ul>\n<p>That sounds reassuring and is also a modern approach in decades of digital development - away from large central databases and towards user control.<\/p>\n<h3>Where skepticism begins<\/h3>\n<p>Many critics agree that the technology is well designed. The concern is less about where the data is stored and more about the overall system in which the wallet operates. Because even if all the data is stored locally, every transaction requires<\/p>\n<ul>\n<li>a connection to a service (\u201eRelying Party\u201c),<\/li>\n<li>Certificates confirming that the proof is valid,<\/li>\n<li>Protocols proving that a review has taken place.<\/li>\n<\/ul>\n<p>This creates metadata - time, location, type of proof, identity of the receiving service. And it is the combination of this metadata that data protectionists classify as potentially dangerous.<\/p>\n<h2>Official protection mechanisms - and their limits<\/h2>\n<p>The wallet should only reveal what a service really needs. Example: To gain access to a bar, the date of birth does not have to be passed on, only \u201eover 18\u201c. This is a useful feature - but only as good as:<\/p>\n<ul>\n<li>the implementation by the providers<\/li>\n<li>the certification rules<\/li>\n<li>and the technical integrity of the app<\/li>\n<\/ul>\n<h3>Cryptography and certificates<\/h3>\n<p>The data is cryptographically protected.
